Every housing forecast or market study ends with a production target; every strategy engagement turns that target into a concrete list of things a community is going to do, and in what order, by whom, and paid for how. Strategies sit in the third phase of the three phases of local housing action framework, following assessment and diagnosis.

Strategies are evidence-based, locally calibrated, and categorized so municipal teams can see which levers are regulatory, financial, programmatic, or partnership-driven. Every recommendation is accompanied by implementation notes: authorizing authority, funding source, timeline, and measurable outcome. The canonical scope combines a menu of candidate strategies derived from peer communities and national best practice, a shortlist prioritized on the community’s specific gaps, and an implementation roadmap with year-by-year sequencing.
