CommunityScale worked with the Town of Southborough MA’s Affordable Housing Trust to develop its Housing Production Plan (HPP) update, which was recently approved by the Massachusetts Executive Office of Housing and Livable Communities (EOHLC). This five-year plan charts an ambitious yet achievable course for the MetroWest community to reach the critical 10% threshold for subsidized housing inventory (SHI) units while meeting the diverse needs of its growing population.
The Southborough HPP was unanimously adopted by both the Planning Board and Select Board on July 14, 2025, reflecting strong local support for proactive housing strategies. The plan builds on the foundation of previous HPPs approved in 2009, 2015, and 2020, while adapting to new state programs, emerging demand patterns, and evolving best practices.
As the Town implements these strategies over the coming years, the HPP provides not just a roadmap but a framework for tracking success and adjusting course as needed. With several pipeline projects already underway (including the permitted 120 Turnpike development adding 60 homes (25% affordable)), Southborough is well-positioned to achieve its goals while maintaining the character and livability that make it such a desirable community.
